I have the honour to refer to your secret telegram No. 118 of the 27th of June, 1938, regarding

the returns of war material exported to China from

Hong Kong, and to inform you that it will be seen

from the enclosure to my secret despatch of the 18th of June, 1938, that your model form has

already been adapted to shew actual or approximate

numbers of arms rather than mere cases, and returns

in this form will continue to be supplied as far as

possible in future.

2.

The Consul-General for the United States

of America at Hong Kong has been consulted as

requested, but states that in the absence of

specific instructions from Washington he has at

present no comment to offer on the form of return

now being sent to him.
